OLYMPIA – Gov. Jay Inslee has appointed FirstNet Outreach and Marketing Director Shelley Westall to serve as the State Point of Contact for FirstNet and Washington’s associated implementation grant program, Washington OneNet (WON). Westall replaces Bill Schrier who recently accepted a federal position with FirstNet’s program office.

WON was created and funded by the National Telecommunication and Information Administration’s (NTIA) State and Local Implementation Grant Program in 2012. The WON program coordinates with the federal First Responder Network Authority (FirstNet) to plan and design state-specific elements of the nationwide public safety broadband communications network. The FirstNet national public safety broadband network will be dedicated to the nation’s public safety responders and proposes to give them unprecedented access to prioritized 4G LTE data communications.

“Ms. Westall is well known and respected among the current stakeholders,” said Inslee in a recent communication to the United States Department of Commerce, “She will ensure continuity of stakeholder engagement to complete our state’s plan.”

Senator John McCoy recommended Westall’s appointment based on her “active outreach efforts all over the state.”

Westall’s appointment was effective August 8, 2016.

Signed into law on February 22, 2012, the Middle Class Tax Relief and Job Creation Act created the First Responder Network Authority (FirstNet). The law gives FirstNet the mission to build, operate and maintain the first high-speed, nationwide wireless broadband network dedicated to public safety.
