Access Washington® (AW)

The state Internet portal, maintained by WaTech business group Website Services.

Adaptable Data Base System (ADABAS)

A relational database system created by Software AG and used by WaTech.

Advanced Transport Services (ATS)

A WaTech wide area network transport service that connects agency and customer sites to WaTech regional node sites, providing customers the security of a private IP network on a shared, high-speed network infrastructure.

Agency Technology Services (ATS)

A business group of WaTech that works to streamline and support internal business functions and agency-wide applications, including financial and HR applications. ATS was previously known as Business Technology Solutions (BTS).

Automated Client Eligibility System (ACES)

The system used by DSHS (Department of Social and Health Services) and supported by WaTech, that tracks eligibility and issues benefits in a wide number of public assistance programs, including Medicaid.

Backbone

LAN or WAN connectivity between sub-networks across a high-speed, often broadband, network. Used to interconnect lower-speed networks.

Campus Fiber Network (CFN)

A high-speed fiber optic backbone service that interconnects voice, video and data communications for customers located in over 30 buildings on or near the state Capitol Campus in Olympia.

Client Access License (CAL)

(Client Access License): A kind of software license, distributed by Microsoft, to allow clients to connect to its server software programs.

Computer Output Microfilm (COM)

A service offered by WaTech, in which customers can have large amounts of data copied from electronic computer media onto microfiche or 16mm roll microfilm.

Computing Services Division (CSD)

A division of WaTech that supports multiple mainframe and server environments to offer all state governmental entities the best possible fit for their technology solutions.

Customer Information Control System (CICS)

A transaction server offered by WaTech, that runs primarily on IBM mainframe systems and enables transactions entered from remote terminals to be processed concurrently by application programs. CICS is commonly used in bank teller applications, airline reservation systems and ATM systems.

Customer Relationship Management (CRM)

A software tool and business concept that encourages the sharing of customer information within a service-provider organization.

Dashboard

A monitoring tool that provides a visual representation of WaTech system status, allowing users to see the locations of specific network problems and maintenance.

DB2 (DB2)

An IBM database system used by WaTech.

Direct Access Storage Device (DSAD)

Direct access storage device

WaTech Computer Security Incident Response Team (WaTech CSIRT)

A team of WaTech network security experts that, in the event of a cyber security incident, will analyze intrusions and supply information to WACIRC for action.

Domain Naming Services (DNS)

A service provided by WaTech, ensuring that Internet users can easily locate and use state websites and digital government services.

Enterprise Active Directory (EAD)

A common employee directory for state agencies. Directory information includes work addresses, e-mail, phone number, and other information for state employees.

Enterprise Architecture (EA)

A management engineering discipline that presents a holistic, comprehensive view of the enterprise including strategic planning, organization, relationships, business process, information and operations.

Enterprise Security Services (ESS)

A business group of WaTech that manages and operates the statewide Washington State Digital Government shared security infrastructure. This infrastructure includes firewalls and authentication systems established to protect the integrity, availability, and confidentiality of information held by agencies sharing the State Governmental Network (SGN) and the Intergovernmental Network (IGN).

File Transfer Protocol (FTP)

A set of rules for exchanging files between computers via the Internet.

Financial Information System (FINS)

The financial billing system used by WaTech.

Government Management Accountability and Performance (GMAP)

The method of public performance reviews employed by Washington's Governor to demonstrate government accountability to Washington's citizens. GMAP requires state agencies to regularly measure and report on their performance.

Health Information Technology (HIT)

The technology tools and systems that allow for comprehensive management and secure exchange of medical information between health care consumers and providers.

Human Resource Management System (HRMS)

An all-agency personnel and payroll computer system used by Washington State agencies, administered by the Department of Personnel.

IBM System 390 Mainframe Platform (S/390)

The mainframe platform used by WaTech, including three mainframe processors running the IBM z/OS operating system. S/390 operations are housed in the secure WaTech data center.

Incident Management

An ITIL discipline used to communicate and correct events that have an adverse affect on customer service. When delivery of a WaTech service is interrupted or degraded, an incident is reported, assigned, resolved, and the solution implemented deliberately and efficiently. Incident Management consists of the identification, classification, tracking, resolution, and analysis of incident occurrences.

Information Management System (IMS)

A database system created by IBM and used by WaTech.

Information Processing Management Association (IPMA)

A non-profit organization that provides professional development and networking opportunities for the Washington state information technology community.

Information Technology Funding Pool (IT Pool)

A pool of money (roughly $83 million) designated to fund 70 specific technology projects across Washington state government. Established by the Legislature in 2007, the pool is jointly administered by WaTech and the Office of Financial Management (OFM).

Information Technology Infrastructure Library (ITIL)

A framework of best practice approaches intended to facilitate the delivery of high quality information technology services.

Information Technology Service Management (ITSM)

A discipline for managing large-scale information technology (IT) systems, philosophically centered on the customer's perspective of IT's contribution to the business.

Information Technology Service Management Operations Manual (ITSMOM)

A document that outlines policies and procedures within WaTech, following ITIL service management and delivery disciplines. Previously known as the DCCM (Data Center Conventions Manual).

WaTech Intranet

The WaTech intranet, accessible only to WaTech employees, featuring employee resources and agency news and information.

Inter-Governmental Network (IGN)

The common, standard Internet protocol-based data network used by WaTech customers to connect to state agencies, counties, and cities with known end points, managed gateways, and applications. The IGN is an example of the State of Washington's enterprise architecture principle of commonality.

Internet Protocol (IP)

The method by which data is sent from one computer to another on the Internet.

Management Services Division (MSD)

A division of WaTech that provides centralized coordination and support to the WaTech operating divisions.

Master Service Agreement (CSA)

A legal document that sets out the terms and conditions under which WaTech provides service to a customer.

MultiProtocol Label Switching (MPLS)

A standards-approved technology for speeding up network traffic flow and making it easier to manage.

National Association of State Chief Information Officers (NASCIO)

An organization representing state chief information officers and information technology executives and managers from the 50 states, six U.S. territories, and the District of Columbia. Members include any senior officials who have executive-level and statewide responsibility for information technology management.

Network Attached Storage (NAS)

A service offered by WaTech, NAS is hard disk storage that is set up with its own network address rather than being attached to the agency computer that is serving applications to a network's workstation users. By removing storage access and its management from the agency server, both application programming and files can be served faster because they are not competing for the same processor resources.

Next Generation Network (NGN)

A new technology network service planned by WaTech to replace the current Wide Area Network (WAN) backbone. The NGN will use DWDM (Dense Wave Division Multiplexing), the latest technology in light transmission, which works by combining and transmitting multiple signals simultaneously on the same fiber.

Office of Legal Services (OLS)

A unit of WaTech that offers internal advice and legal services related to contracts, intellectual property, ethics, public disclosure and records retention.

Operations Support System (OSS)

An integrated software solution used within TSD, that handles order management and processing, network inventory and configuration management, vendor invoice management and customer billing.

Outage Incident Report (OIR)

A trackable synopsis of incidents that occur within WaTech or WaTech customer systems. When an incident is reported, an OIR is manually generated, put into a database, and remains open until the problem is resolved.

Performance and Employee Development (P&ED)

A unit of WaTech that helps the agency to meet training needs, GMAP requirements and human resource development plans.

Planning and Design (P&D)

Units of WaTech, both within CSD (Computing Services Division) and TSD (Telecommunications Services Division).

Possible Criminal History and Case and Criminal History (PCH/CACH)

An application used on the JINDEX platform, PCH/CACH enables law enforcement officials to obtain information on an individual from multiple criminal justice agencies, such as warrants and protection orders, through a single query.

Problem ()

A term used to describe any question, matter, or situation where you are experiencing difficulty using, or abnormality of, a service or product provided by WaTech.

Problem Management ()

An ITIL discipline that investigates the underlying cause (root cause) of incidents, and aims to prevent incidents of a similar nature from recurring.

Project Mangagement Framework (PMF)

A framework guideline to help state agencies manage public sector IT projects. Created by project managers and chief information officers from multiple Washington state agencies, the PMF ensures that action plan governance, scope, schedule, budget, issue management, risk management, and communications plans are well-defined, documented, and maintained throughout a project.

ProviderOne (P1)

The planned DSHS (Department of Social and Health Services) primary provider payment processing system, supported by WaTech. When fully operational, ProviderOne will replace the current Medicaid Management Information System as the method of paying about 100,000 providers of health and social services throughout the state.

Public Government Network (PGN)

An Internet-Protocol (IP) network accessible from the Internet for the deployment of government applications and services to the public.

Public-Key Infrastructure (PKI)

A system that enables users of an unsecured network (such as the Internet) to securely and privately exchange data through the use of a public and a private cryptographic key pair. The key pair is obtained from, shared through and certified by a certificate authority (CA), by way of a digital certificate that offers electronic evidence about the holder of the certificate. This approach is called asymmetric cryptography or public-key cryptography.

Remote Job Entry (RJE)

The term used to describe this process of sending files and printing reports at high speeds on Mainframe computers from remote workstations.

Request ()

A term used to describe the act of asking for something (i.e., a new service, change to an existing service, a quote, a consultation, cancellation of a service, etc.)

Request for Proposal (RFP)

An invitation for suppliers, through a bidding process, to submit a proposal on a specific product or service. WaTech would have a general idea of work to be done and a definite plan to contract for it. In response, a supplier or vendor provides a specific proposal regarding how work can be done, what their qualifications or credentials are to perform the work, and the cost to perform it.

Request for Quotation (RFQ)

An invitation for suppliers to submit a quote on a specific product or service required. WaTech would have a specific, detailed plan regarding the work to be done. In response, a supplier or vendor provides the lowest price at which the specified work can be performed. Price is the main or only evaluation criteria.

Request for Quotation and Qualifications (RFQQ)

An invitation for suppliers to submit a quote on a specific product or service required. Like an RFQ and unlike an RFP, the solution is defined. Scored criteria about vendor qualifications as well as cost may be used to decide the winner of the contract.

Request Fulfillment ()

An ITIL discipline used to accurately and efficiently respond to customer requests for information, products, or services to achieve customer satisfaction.

Resource Access Control Facility (RACF)

A security system that protects resources on an S/390 server.

Revised Code of Washington (RCW)

The compilation of all permanent laws now in force in the state, arranged by topic, with amendments added and repealed laws removed.

Secure Access Washington™ (SAW)

A service of WaTech that allows Internet access to multiple online government services with the use of a unique single self-generated User-ID and password.

SecurID (SecurID)

An authentication service provided by WaTech that allows remote, secure access to a network, outside or in addition to the WaTech VPN service.

Service Level Agreement (SLA)

An agreement between WaTech and a customer that describes the terms and conditions of the specific services provided by WaTech, in greater detail than a Master Service Agreement (MSA).

Simple Mail Transfer Protocol (SMTP)

An Internet protocol providing electronic mail services.

State Controlled Area Network (SCAN)

A dedicated telephone network managed by WaTech to provide low-cost long distance services to state and local government agencies.

State Government Network (SGN)

The standard IP-based network managed by WaTech, used by state agencies to connect separate locations within and among those agencies.

State Interagency Messaging Network (SIMON)

The voice mail system managed by WaTech.

Statewide Automated Child Welfare System (SACWIS)

A DSHS (Department of Social and Health Services) project, supported by WaTech, that will provide a case management, payment and reporting system for people and institutions that provide services to DSHS Child Welfare clients.

Statewide Electronic Collision and Ticket Online Records (SECTOR)

An application used on the JINDEX platform, SECTOR automates the traffic citation and collision reporting process. Law enforcement officers upload traffic and collision reports to the SECTOR server with the Washington State Patrol, and these records are sent to the JINDEX to be routed to other state agencies for processing.

Storage Area Network (SAN)

A WaTech service that provides large disk storage arrays to Windows and UNIX servers through a fiber network. This service meets the needs of agencies that have large storage requirements or high input/output requirements.

Structured Query Language (SQL)

A relational data language that provides a consistent, English keyword-oriented set of facilities for query, data definition, data manipulation and data control. It is a programmed interface to a relational database management system.

Tape Services (Tape)

A service of WaTech, providing customers with the magnetic tapes or cartridges media necessary to store their backup programs and data files to record audit trails for on-line systems. Services include magnetic tape and cartridge rental, storage, retrieval, and check out.

Technology Acquisition Services (TAS)

A WaTech business group that offers technology brokering services, software contracts and hardware leasing to state and local governments, tribal organizations, and qualified not-for-profit organizations. Previously known as Technology Brokering Solutions (TBS).

Technology Pool (Tech. Pool)

See IT Pool.

Telecommunications Services Division (TSD)

A division of WaTech that provides a complete range of telecommunications network services to state and local government.

Time Share Option (TSO)

An IBM service available through WaTech that allows the interactive development of data processing applications. TSO may be used to create, test and modify computer programs and to create, store, retrieve and change data.

Transmission Control Protocol/Internet Protocol (TCP/IP)

The suite of communications protocols used to connect hosts on the Internet. These non-proprietary, non-copyrighted protocols allow dissimilar operating systems to share services and data, and are the state's standard for connecting dissimilar computers.

Uninterruptible Power Supply (UPS)

A backup power supply with enough power to allow a safe and orderly shutdown of the central processing unit should there be a disruption or shutdown of electricity.

Virtual Private Network (VPN)

A WaTech service that uses the Internet to inexpensively transmit encrypted data. The VPN Service enables traveling employees, telecommuters and branch offices to connect to customer agency networks (intranets, extranets) whenever and wherever they require.

Voice over Internet Protocol (VoIP)

The routing of voice conversations over the Internet or any other Internet Protocol-based network.

Washington Administrative Code (WAC)

The WAC codifies the regulations of executive branch agencies in Washington state government, and arranges the regulations by subject or agency. WaTech rules are found under Title 143 WAC.

Washington Computer Incident Response Center (WACIRC)

A WaTech-led program that brings together a collaborative partnership of authorized agency security and IT professionals to establish a h2 defense strategy for the protection of the state's networks. Members investigate potential cyber security incidents and communicate critical incident information back to state agency security personnel.

Washington State Consolidated Technology Services (WaTech)

The agency that provides technology leadership and services for government organizations across the state. WaTech customer groups include state and local government agencies, educational institutions, tribal governments, and qualifying nonprofit organizations.

Washington State Electronic Records Vault (WaSERV)

The e-mail retention and discovery system designed by WaTech for use by state agencies on the SGN and EAD. Ready for customers by early 2008, WaSERV will allow agencies to reduce data storage costs, respond quickly to public record requests, and standardize records retention practices.

Washington State Employee Assistance Program (EAP)

A DOP (Department of Personnel) service available to all state employees to help with personal or work-related problems that may impact work performance. Previously known as the Employee Advisory Service (EAS).

Wide Area Network (WAN)

A telecommunications network that covers a broad area. The current WAN managed by WaTech handles bit rates of information of up to 655 Mb/s (mega bytes per second).
