Washington Technology Solutions has posted the executive summary for the Zero Based Budget Review, requested in the 2018 supplemental budget, on its reports page. The review assesses WaTech’s services and makes recommendations for how the agency can improve moving forward.
Gartner completed a service-by-service review that looked at six main service categories: IT programs, applications, security & identity, workspace, platform, and network & telephony. In all, more than 100 interviews and focus groups were conducted.
Gartner scored each service using six criteria to evaluate their value generation and WaTech’s ability to execute on the service. Each service was then mapped to a rating of either: expand, improve, contain, or discontinue/transition. Finally, Gartner developed recommendations based on the data WaTech provided.
The executive summary provides a high-level overview of Gartner’s research along with the recommendations. The full report will be made available when it is completed and delivered by Gartner.
WaTech will evaluate Gartner’s recommendations and develop a plan to address the issues raised, in collaboration with customers, the state Office of Financial Management, the governor’s office and the Legislature.
