Notice: applying this to your agency.
The IT Project Resources are not meant to replace your agency’s internal project management practices or prescribe how you must operate. Instead, they offer concepts and tools that can strengthen delivery by providing a scalable framework for project level coordination. All project documentation should be maintained throughout each stage in alignment with agency policies and, where applicable, WaTech requirements and oversight expectations.
For Programs and Projects
Initiate potential formal engagement with WaTech Oversight by completing the IT Investment Intake Form. This assessment is required for all projects with a combined total cost effort of more than $500,000 or a duration longer than six months. This assessment determines the project’s oversight tier, identifies required support levels, and sets the foundation for lifecycle monitoring and governance coordination.
For projects entering WaTech Oversight, these steps are mandatory and must reflect the full scope, complexity, and risk profile of the initiative. This process will be informed by the WaTech Oversight Process which can be found at: State IT Projects | WaTech
Key Activities:
- Complete the IT Investment Intake Form with accurate project scope, timeline, and budget details
- Document project complexity, interdependencies, and anticipated risks
- Identify oversight needs, escalation protocols, and governance integration points
- Collaborate with WaTech Oversight Consultants to validate readiness and tiering criteria
- Secure review and endorsement from executive sponsors and project leads
- Save the completed form in the project records and collaboration site
- Coordinate completion with WaTech Oversight Consultants
Additional considerations for Programs: For programs with agency-led sub-projects, the intake and tiering process must also: Reflect the full scope of the program, including all sub-projects and their sponsoring agencies. Document the complexity and interdependencies across sub-projects, especially where shared platforms, data exchanges, or coordinated milestones exist. Identify oversight needs at both the program and sub-project levels, ensuring that WaTech can assign appropriate support resources and escalation protocols. Clarify governance integration, showing how sub-project decisions and risks will be escalated to the program-level governance body. Support cross-agency visibility, enabling WaTech to assess readiness, risk posture, and alignment with enterprise priorities across all participating entities.
The completed intake form should be reviewed by executive sponsors and program leaders from each agency and submitted as part of Stage 0 exit criteria. WaTech will use this to assign an oversight tier, determine reporting cadence, and initiate governance onboarding.
