Notice: applying this to your agency.
The IT Project Resources are not meant to replace your agency’s internal project management practices or prescribe how you must operate. Instead, they offer concepts and tools that can strengthen delivery by providing a scalable framework for project level coordination. For Programs
This task defines the high‑level Organizational Change Management (OCM) strategy for the program, establishing the overarching approach, activities, and tools needed to prepare agencies, stakeholders, and end users for the changes introduced by the program. The OCM Strategy ensures that people, processes, and organizational structures are ready to adopt new technologies, workflows, and ways of working. It provides a structured method for managing impacts, building awareness, supporting readiness, and sustaining adoption throughout the full program lifecycle.
For Programs with Agency‑Led Sub‑Projects
Agencies must identify, plan, and document their sub‑project OCM activities in alignment with the enterprise program roadmap. This includes defining timelines, dependencies, deliverables, and integration points to ensure their change activities support and reinforce the broader program‑level strategy.
For Projects
Prepare impacted groups to adopt new processes, technologies, or roles through structured management activities, including:
- Conducting impacted‑group impact analysis
- Defining change readiness activities and mitigation strategies
- Planning training, communications, and support resources
- Assigning OCM roles and responsibilities
