S4: Clarification Memo for State Policy and RCW alignment

Notice: applying this to your agency.

The IT Project Resources are not meant to replace your agency’s internal project management practices or prescribe how you must operate. Instead, they offer concepts and tools that can strengthen delivery by providing a scalable framework for project level coordination. All project documentation should be maintained throughout each stage in alignment with agency policies and, where applicable, WaTech requirements and oversight expectations.

Document showing how the program or project aligns with applicable state policies and RCWs. This task ensures that every program or project formally documents how it complies with applicable state policies, WaTech standards, and relevant Revised Code of Washington (RCW) requirements. The memo provides clarity for oversight partners, such as WaTech, and demonstrates that the initiative is operating within the legal and policy framework required for state IT investments.

This memo is especially important when a project involves sensitive data, cross‑agency coordination, procurement activities, retention and public records requirements, or system changes that fall under statutory or policy obligations.

For Programs

Programs prepare an enterprise‑level clarification memo that explains:

  • Which state policies and RCWs apply.
  • How the program’s design, governance, and implementation approach meet those requirements.
  • Any cross‑agency compliance considerations.
  • How compliance will be monitored throughout the program lifecycle.

For Programs with Agency‑Led Sub‑Projects

When a program includes multiple agency sub‑projects, compliance must be validated at both the agency level and the enterprise level. Agencies provide compliance inputs, including their own policy/RCW obligations, data handling requirements, and any agency‑specific statutory considerations. The enterprise team consolidates all agency inputs into a single, unified memo that represents the entire program’s compliance posture.

This ensures consistency and prevents conflicting interpretations across agencies.

For Projects

Projects submit their own project‑specific clarification memo that:

  • Identifies the policies and RCWs that apply.
  • Explains how the project’s scope, design, and implementation approach meet those requirements.
  • Provides assurance to WaTech oversight that compliance has been addressed.

This memo is suggested for agency readiness review.  This memo becomes part of the project’s readiness documentation.
