Notice: applying this to your agency.
The IT Project Resources are not meant to replace your agency’s internal project management practices or prescribe how you must operate. Instead, they offer concepts and tools that can strengthen delivery by providing a scalable framework for project level coordination. All project documentation should be maintained throughout each stage in alignment with agency policies and, where applicable, WaTech requirements and oversight expectations.
Stage 8 ensures that users are trained, environments are validated, and all launch activities are coordinated to support a successful system deployment. This stage transitions the solution into the production environment, activates support structures, and confirms that impacted groups are informed, aligned, and ready for go‑live. It represents the culmination of planning, testing, and readiness efforts across the enterprise. This stage confirms that all technical, operational, and user‑facing components are functioning as expected and that the organization is prepared to sustain operations after deployment.
For initiatives involving external customers, agencies must also apply a customer‑centric lens to go‑live readiness. This includes validating that customer‑facing materials (training, communications, support resources, and self‑service tools) are clear, accessible, and aligned with real customer needs. Agencies should ensure that customer feedback from earlier stages has been incorporated, that customer impacts are fully understood, and that the go‑live approach supports a smooth and positive experience for the Washingtonians who will use the system.
Stage 8 ensures:
- End‑user training is complete and validated.
- Production environments are secure and ready.
- Cutover plans are finalized and executed.
- Help desk and support teams are activated.
- Go‑live communications are distributed.
- QA certification is submitted.
- Sponsor approval is received.
- Command center operations are in place for monitoring and escalation.
For Programs:
Programs must demonstrate that enterprise‑wide go‑live preparations are complete, support teams are activated, and impacted groups are aligned. This includes:
- Finalizing training and readiness activities across all agencies.
- Validating production environments and confirming enterprise deployment readiness.
- Executing coordinated cutover plans.
- Ensuring oversight (e.g., QA vendor) recommendation to proceed.
- Securing sponsor approval for deployment.
- Activating enterprise command center operations and escalation protocols.
For Programs with Agency‑Led Sub‑Projects:
Stage 8 is a critical coordination milestone. It ensures that each agency sub‑project has:
- Completed training and readiness activities aligned with the enterprise go‑live schedule.
- Developed and executed agency‑specific cutover and support plans.
- Integrated into centralized command center operations and escalation protocols.
- Submitted oversight (e.g., QA vendor) certification and sponsor approval.
- Communicated go‑live details consistently across impacted groups.
Enterprise programs consolidate all agency‑level inputs into a unified deployment framework that supports coordinated launch and stabilization.
For Projects:
Projects must demonstrate that all go‑live preparations are complete, support teams are activated, and impacted groups are informed and aligned. This includes:
- Finalizing training and validating production environments.
- Executing cutover plans and confirming readiness checkpoints.
- Submitting QA certification and securing sponsor approval.
- Activating support teams and command center operations.
- Monitoring system performance and responding to issues during deployment.
This stage confirms that the project is fully prepared for production and that the transition to operations is stable, coordinated, and supported.
