WaTech is excited to introduce the Washington State Enterprise Data Strategy 2025-2027 Framework. Developed through a collaborative effort with agencies and partners across the state, this framework aligns shared goals and priorities to strengthen Washington’s data ecosystem.
It marks a significant step toward unifying the state enterprise around critical data initiatives, guiding principles, and strategic objectives. By providing a clear roadmap, this framework will drive statewide data efforts that enhance services, support informed decision-making, and address the needs of Washingtonians.
The strategy is built around three enterprise goals:
- Build Partnerships to Solve Statewide Challenges – By leveraging strong data foundations, unite agencies, partners, and communities to combine data, expertise, and innovative solutions to tackle Washington's biggest challenges and strengthen our resilience.
- Ensure Data Literacy to Drive Impact – Equip every employee with the skills, confidence, and tools to use data strategically - fostering a culture of data fluency, stewardship, and informed decision-making at every level of government.
- Expand Data Analytics for Smarter Services – Accelerate Washington’s data analytics capabilities to generate powerful insights and deliver efficient and effective public services, policy, and programs.
To ensure this strategy delivers long-term impact, it is guided by three foundational pillars that cut across all goals:

- Equity in Action
The pillars will actively shape the implementation of the strategy, ensuring responsible data use, maintaining public confidence, and delivering fair, accessible services.
This framework sets the stage for the upcoming work sessions where agency partners will help finalize key initiatives, establish metrics, and refine priorities to ensure successful implementation.
