Agency Overview
Washington Technology Solutions (WaTech) plays a critical role in powering Washington state’s digital infrastructure. As the backbone of the state’s core technology services, WaTech manages the central network and data centers, ensuring seamless operations across state agencies. At the forefront of cybersecurity, WaTech takes a proactive stance against evolving cyber threats, delivering robust, strategic information security to protect vital state networks.
Beyond technology services, WaTech sets the course for Washington’s IT strategy and enterprise architecture, overseeing major IT initiatives to streamline state government operations. WaTech's reach extends beyond state agencies, supporting county, city, and Tribal governments, as well as public-benefit nonprofits.
Data Privacy & Protection: A central priority
A cornerstone of WaTech’s mission is the protection of citizens’ data. In 2016, the state established the Office of Privacy & Data Protection to lead efforts in advocating for and educating about data privacy. Overseen by the state’s Chief Privacy Officer, this office serves as the go-to resource for state agencies on data protection policies and a reliable advocate for consumer privacy.
Cybersecurity: A rapid response force
Formally recognized by state law in 2021, WaTech’s Office of Cybersecurity (OCS) is Washington’s first line of defense against cyber threats. The OCS provides strategic leadership in cybersecurity and partners with state, local, and military entities to build resilient digital systems. With teams ready to mobilize at a moment’s notice, the OCS ensures rapid response to emerging cyber incidents, minimizing potential damage.
A history of consolidation & innovation
WaTech’s origins trace back to 2011, when the state Legislature established the “consolidated technology services agency” to streamline IT resources. This initiative aligned with Governor Inslee’s 2015-17 budget directive to centralize technology services. The creation of WaTech brought together the Department of Information Services (DIS), the Office of the Chief Information Officer (OCIO), and the enterprise applications division of the Department of Enterprise Services (DES).
The state’s commitment to a more secure digital future led to the creation of the Office of Cybersecurity in 2015 and the formal establishment of the Office of Privacy & Data Protection in 2016.
By centralizing and modernizing Washington’s IT capabilities, WaTech continues to drive innovation, security, and efficiency for the benefit of the state and its citizens.
William "Bill" Kehoe | Director and Washington State Chief Information Officer
On August 2, 2021, Bill Kehoe stepped into the role of Director and State Chief Information Officer (CIO) at WaTech, bringing with him a wealth of experience and a strong track record in public sector technology leadership. Prior to joining WaTech, Kehoe served as the Chief Information Officer for Los Angeles County, California, since 2017. In this role, he oversaw a wide array of IT functions, including enterprise security, information management, enterprise architecture, and technology consulting across 37 county departments. He was also a key advisor to the Board of Supervisors and the Chief Executive Officer (CEO), shaping the county’s technology strategy, policies, and governance.
Kehoe’s extensive background in managing IT operations spans both local and state government agencies, with over 15 years of experience in Washington state. Before his tenure in Los Angeles, he held several influential positions in Washington, including serving as the Chief Information Officer and IT Department Director for King County from 2010 to 2017. Prior to that, he was appointed as the inaugural Chief Information Officer for the Department of Licensing, a role he held from 2002 to 2010.
Kehoe’s academic credentials include a Bachelor of Science in Electrical Engineering from Gonzaga University, complemented by a Project Management Certificate from the University of Washington. He has also completed Lean Six Sigma training, equipping him with a data-driven approach to continuous improvement and operational excellence.
With his deep-rooted expertise in technology strategy, governance, and public-sector IT transformation, Kehoe is positioned to lead WaTech in driving innovation, cybersecurity, and digital service delivery across Washington state.
