Progress update – February 2026
The Enterprise Public Cloud Launch (EPCL) project replaces agency-by-agency cloud foundations with a shared enterprise infrastructure and enabling processes that all state agencies can use instead of building their own separate solutions. This increases efficiency, strengthens security, and makes it easier for agencies to deliver modern, connected services. By moving to one enterprise cloud approach, the state can provide faster, simpler, and more reliable digital experiences for residents.
Update for February:
The project team is transitioning internet ingress, internet egress, and cloud-to-cloud use cases toward production readiness. The security design review process has been initiated in partnership with WaTech’s internal security team. Application suitability assessments continue to inform the enterprise cloud migration roadmap, while cloud capability owners define minimum launch requirements and readiness criteria.
Join us for the first EPCL Project Town Hall in March, launching a new series focused on shared understanding and early awareness. We’ll cover how the ECPL advances that the Enterprise Cloud Computing Program (ECCP) vision, and what IT leaders can expect as the work moves forward.

Overview
Background
The Enterprise Public Cloud Launch (EPCL) project advances Washington’s Cloud Smart Strategy by maturing enterprise cloud capabilities, strengthening secure and scalable connectivity, and preparing agencies for sustainable adoption and service delivery. This project delivers an enterprise public cloud service by integrating Azure and AWS environments, establishing a transparent cost model, and equipping agencies with the tools, guidance, and support needed to adopt cloud services with confidence.
