- NCSR - The Nationwide Cybersecurity Review is a no-cost, anonymous, annual self-assessment. It is designed to measure gaps and capabilities of SLTT governments’ cybersecurity programs and is based on the National Institute of Standards and Technology Cybersecurity Framework (NIST CSF). In addition to the State and Local Cybersecurity Grant Program (SLCGP), there are additional state resources for funding or cybersecurity resources listed below.
Homeland Security Grant Program (HSGP)
HSGP focuses on enhancing the ability of state, local, tribal, and territorial governments, to prevent, protect against, and respond to terrorist attacks. Components of HSGP include:
• State Homeland Security Program (SHSP)
• Urban Area Security Initiative (UASI)
• Operation Stonegarden (OPSG)
SHSP has a statewide focus and works with 9 Homeland Security Regions made up of the 39 counties in Washington. Projects must build capability and/or close capability gaps or sustain capabilities identified in the Stakeholder Preparedness Review (SPR) process.
UASI has a regional focus on the Seattle Urban Area, which is made up of King, Pierce, and Snohomish Counties as well as the Cities of Bellevue and Seattle. All projects must have a regional benefit and must address or close capability gaps identified in the UASI SPR process.
Enhancing Cybersecurity National Priority Area:
• Cybersecurity investments must support the security and functioning of critical infrastructure and core capabilities as they relate to preventing, preparing for, protecting against, or responding to acts of terrorism.
• All projects must have a nexus to terrorism.

Schools and Libraries Cybersecurity Pilot Program (FCC Pilot Program)
Modeled after the FCC’s Connected Care Pilot, the $200 million, three-year term Pilot Program will evaluate the effectiveness of using Universal Service funding to support cybersecurity services and equipment to protect school and library broadband networks and data in order to determine whether to fund them on a permanent basis.
Eligibility:
- Schools.
- Libraries.
- Consortia of schools and libraries (regional or statewide groups of schools or libraries that apply jointly).
Eligible services and equipment include: Advanced/Next Generation Firewalls; Endpoint Protection; Identity Protection and Authentication; and Monitoring, Detection, and Response.

Tribal Cybersecurity Grant Program (TCGP)
The Tribal Cybersecurity Grant Program provides funding to eligible entities to address cybersecurity risks and threats to information systems owned or operated by, or on behalf of tribal governments.
Eligible entities are “Tribal governments” as defined at Section 2220A(a)(7) of the Homeland Security Act, as the recognized governing body of any Indian or Alaska Native Tribe, band, nation, pueblo, village, community, component band, or component reservation, that is individually identified (including parenthetically) in the most recent published list of Federally Recognized Tribes.
