The Zero Based Budget Review was an extensive examination of WaTech services conducted by Gartner Inc. in 2018. The report describes each service offered by WaTech and provides recommendations on whether the service should be maintained, expanded or discontinued. The Gartner recommendations are under review by the WaTech Advisory Council.
