Enterprise Public Cloud Launch (EPCL) Project

Progress update – March 2026 

The Enterprise Public Cloud Launch (EPCL) project replaces agency-by-agency cloud foundations with a shared enterprise infrastructure and enabling processes that all state agencies can use instead of building their own separate solutions. This increases efficiency, strengthens security, and makes it easier for agencies to deliver modern, connected services. By moving to one enterprise cloud approach, the state can provide faster, simpler, and more reliable digital experiences for residents.  

Update for March:

The project continues progress toward production readiness. In February, the team executed mock migrations, verified secure connectivity in the lab environment, submitted Security Design Review documentation, prepared production environments, and continued maturing enterprise cloud capabilities. Migration roadmap efforts continue to advance. 

March has also seen the program strengthen alignment around the service vision and enterprise approach that will support agencies in adopting secure, scalable public cloud solutions. We look forward to connecting at the EPCL town hall this month, where we’ll build awareness for what’s ahead for enterprise public cloud services and how your agency can engage.

Overview 

Background 

 The Enterprise Public Cloud Launch (EPCL) project advances Washington’s Cloud Smart Strategy by maturing enterprise cloud capabilities, strengthening secure and scalable connectivity, and preparing agencies for sustainable adoption and service delivery. This project delivers an enterprise public cloud service by integrating Azure and AWS environments, establishing a transparent cost model, and equipping agencies with the tools, guidance, and support needed to adopt cloud services with confidence.

Project objectives 

  1. Enhance CGN capabilities to support workload migrations and long-term scalability March 31, 2026.  

  1. Define roadmap of shared, enterprise, and customer applications, data, and infrastructure migrations to the Enterprise Public Cloud service by March 31, 2026.  

  1. Implement core public cloud capabilities to enterprise production readiness by April 15, 2026.  

  1. Conduct early-adopter agency migrations by June 15, 2026.  

  1. Determine and implement an Enterprise Public Cloud service cost model by July 1, 2026.  

  1. Prepare and launch Public Cloud Service for enterprise by July 1, 2026.  

  1. Throughout the project, promote and publicize Enterprise Public Cloud service adoption and readiness through Organizational Change Management.
