Instead, they offer concepts and tools that can strengthen delivery by providing a scalable framework for project level coordination. All project documentation should be maintained throughout each stage in alignment with agency policies and, where applicable, WaTech requirements and oversight expectations.
For Programs

For Programs with Agency‑Led Sub‑Projects
Identify impacted groups at both the program and sub-project levels, including executive sponsors, project leads, governance representatives, and operational contributors. Clarify decision-making roles and responsibilities across agencies, ensuring that sub-project decisions are traceable and integrated into program-level governance. Define communication pathways between sub-project teams and the enterprise program office, including escalation protocols, reporting cadence, and coordination checkpoints. Establish cross-agency engagement mechanisms, such as joint steering committees, interagency working groups, or shared governance forums. Support WaTech oversight requirements, including visibility into impacted parties alignment, governance readiness, and lifecycle coordination.
For Projects

The strategy for impacted group alignment should be documented and collaboratively reviewed with all participating agencies. It must be integrated into the Program Charter, Communication Plan, and Governance Structure to ensure consistency and traceability throughout the lifecycle.
