Stage 0 (S0): Exit Criteria

Notice: applying this to your agency.

The IT Project Resources are not meant to replace your agency’s internal project management practices or prescribe how you must operate. Instead, they offer concepts and tools that can strengthen delivery by providing a scalable framework for project level coordination. All project documentation should be maintained throughout each stage in alignment with agency policies and, where applicable, WaTech requirements and oversight expectations.

With the completion of Stage 0, the initiative has established a clear strategic foundation and demonstrated readiness to advance into formal planning. The concept has been validated, feasibility has been assessed, governance expectations are defined, and the agency or program has aligned its intent with enterprise priorities and WaTech oversight requirements.

At this point, participating teams have a shared understanding of the problem to be solved, the value to be delivered, and the scope of work required. Foundational documents, such as the Business Case, Feasibility Study, Technology Budget, and Strategic Roadmap, provide the structure needed to begin detailed planning with confidence.

Advancing to Stage 1 signifies a shift from concept development to structured planning and mobilization. In Stage 1, agencies and programs will formalize governance, refine scope, develop detailed plans, and prepare the resources, processes, and controls necessary for disciplined execution.

Stage 0 ensures that the initiative enters Stage 1 with:

  • A validated business need and clearly defined purpose
  • Documented feasibility and justification
  • Early governance and impacted parties alignment
  • Initial budget and resource assumptions
  • A dedicated collaboration environment
  • Confirmed readiness for WaTech oversight engagement

This transition marks the point where ideas become actionable plans, and where groundwork laid in Stage 0 begins to evolve into the detailed structures that will guide successful delivery throughout the lifecycle.
