S3: Project Management Controls During Build (RAIDc)

The IT Project Resources are not meant to replace your agency’s internal project management practices or prescribe how you must operate. Instead, they offer concepts and tools that can strengthen delivery by providing a scalable framework for project level coordination. All project documentation should be maintained throughout each stage in alignment with agency policies and, where applicable, WaTech requirements and oversight expectations.

 

Ensure strong project and program management discipline throughout the build phase to maintain delivery control, support technical execution, and meet WaTech oversight expectations. This task focuses on monitoring progress, managing risks, coordinating teams, and preparing for the transition to testing and deployment.

For Programs

Oversee enterprise‑level build activities across shared components, integrations, and environments. Coordinate cross‑team dependencies and ensure alignment with the enterprise development schedule. Maintain consolidated RAIDc tracking for all program‑level risks, issues, actions, decisions, and changes. Ensure enterprise environments are prepared for integration, testing, and QA activities. Provide regular governance updates to impacted groups and oversight partners.

For Programs with Agency‑Led Sub‑Projects

Monitor agency build progress and ensure alignment with enterprise timelines, standards, and configuration protocols. Consolidate agency RAIDc updates into the enterprise RAIDc to maintain full traceability. Facilitate cross‑agency coordination to surface blockers, resolve dependencies, and maintain integration readiness. Validate that agency environments and configurations meet enterprise requirements for shared testing and deployment. Ensure agency teams participate in QA coordination, governance updates, and oversight reviews.

For Projects

Track project specific build progress against scope, schedule, and cost baselines. Manage RAIDc logs to ensure traceability of build‑phase decisions and escalations. Oversee environment readiness and configuration tracking across development and test environments. Coordinate QA engagement and confirm alignment with the approved Test Strategy. Maintain communication with impacted groups through dashboards, reports, and governance updates. Prepare documentation required for WaTech Oversight review (if applicable).

Key Activities

  • Facilitate daily or weekly standups to surface blockers and track action items.
  • Actively manage your RAIDc tool and ensure traceability of build‑phase decisions.
  • Oversee environment readiness and configuration tracking across development and test environments.
  • Coordinate QA engagement and confirm alignment with the approved Test Strategy.
  • Maintain impacted group communication through dashboards, reports, and governance updates.
  • Validate readiness for Stage 3 exit and compile documentation for WaTech Oversight review (if required).
