WaTech oversight team works with agencies on major IT projects to ensure they align with business goals and stay on track for scope, schedule and budget. WaTech has established policies and standards outlining oversight requirements for agencies to plan and deliver IT projects under oversight.
Technology Budget
Technology budget describes the project’s funding and spending plan throughout the life of the project – from initiation to completion including at least five years of estimated maintenance and operations. WaTech provides a standard template for all major IT projects – gated and non-gated. An approved technology budget is required for WaTech’s Investment approval for all projects. It is also required for certification and funding release for gated projects.

Gate Certification
As required by section 701 of enacted budget, all gated funding projects identify budget, fund sources and deliverables for each stage (gate) throughout the life of the project – from initiation to completion. WaTech has established a standard process for agencies to apply for certification and release of funds for each gate.

Quality Assurance
Quality Assurance services provide best practices and guidance and recommendations for project management to increase the probability of a project's success and apply to the entire project, from initiation to close out.
Investment Approval
RCW 43.105.255 requires state agencies to receive WaTech’s approval of the investment Prior to making a commitment to purchase, acquire, or develop a major IT project or service. WaTech has document this process and steps in PM-01-01-S IT Investments Approval and Oversight Procedure.

Reports and Documentation (Ref 01-04-S)
The documentation and reporting requirements for projects vary based on the oversight tier. These documents provide evidence of work completion iteratively throughout the project duration and provide accountability to taxpayer funding of IT investments. Transparency Requirements
All project documentation must be posted to the State IT Project Dashboard. This includes approval materials, status reports, deliverables and other project records as required by oversight tier and listed in PM-01-04-S Tiered Oversight and Reporting Standard.
