Purpose

The Project Quality Assurance (QA) Policy mandates external QA oversight for Tier 2 and 3 IT projects, with QA engaged before WaTech approval and continuing through project closeout. QA providers must meet qualifications, maintain independence, and deliver baseline QA plans and readiness assessments within specific timeframes. Regular QA reports must address risks, findings, and recommendations, with agency responses posted on the IT Dashboard. QA oversight includes readiness assessments, monthly reports, and Steering Committee briefings. Tier 1 projects are advised to use independent QA resources, establish QA plans, and assess readiness before transitioning phases, adhering to minimum QA standards.
