The IT Project Resources are not meant to replace your agency’s internal project management practices or prescribe how you must operate. Instead, they offer concepts and tools that can strengthen delivery by providing a scalable framework for project‑level coordination. All project documentation should be maintained throughout each stage in alignment with agency policies and, where applicable, WaTech requirements and oversight expectations.
For Programs
Create a comprehensive document that articulates the program’s strategic intent, scope, justification, and feasibility, serving as the foundation for executive endorsement and WaTech oversight intake. The documentation should demonstrate alignment with agency goals, enterprise architecture, and statewide priorities.
For Programs with Agency‑Led Sub‑Projects
The document must also: Identify all sub-projects and their sponsoring agencies, including a summary of each sub-project’s purpose, scope, and contribution to the overall program. Clarify how sub-projects align with the enterprise program, including shared milestones, dependencies, and deliverables. Address feasibility across agencies, including readiness, resource availability, and operational constraints.
Include an overview for how Washington’s Legislative Section 701 of ESSB 5167 (as passed) will be applied to the program and sub-projects. Include a consolidated justification that reflects both program-level and sub-project-level value propositions. Demonstrate strategic alignment with statewide initiatives, proviso language, and WaTech’s enterprise architecture standards.
This document sets the path for formal intake, tiering assessment, and governance activation. It should be reviewed and endorsed by executive sponsors from all participating agencies as part of Stage 0 exit criteria.
For Projects
Establish the strategic rationale for the project by documenting the business opportunity, intended goals, and expected benefits. The Business Case serves as the foundation for executive endorsement, oversight intake, and lifecycle planning. It must demonstrate alignment with agency priorities, statewide initiatives, and WaTech policies and standards.

- Define the problem or opportunity the project addresses
- Articulate clear goals, objectives, and measurable benefits
- Validate assumptions and value propositions with impacted groups
- Present the Business Case for executive review and approval
- Save the approved version in the project records and collaboration site
