S1: Communication Plan

The IT Project Resources are not meant to replace your agency’s internal project management practices or prescribe how you must operate. Instead, they offer concepts and tools that can strengthen delivery by providing a scalable framework for project level coordination. All project documentation should be maintained throughout each stage in alignment with agency policies and, where applicable, WaTech requirements and oversight expectations.

 

For Programs

Develop a comprehensive communication plan that defines how program updates, decisions, milestones, and changes will be communicated across agencies, sub-projects, and impacted groups. The plan should establish clear communication channels, frequency, formats, and ownership to ensure transparency, alignment, and timely information flow throughout the lifecycle.

For Programs with Agency‑Led Sub‑Projects

The communication plan must map communication pathways between the program governance body and each sub-project team. Define reporting expectations for sub-projects, including cadence, format, and escalation protocols. Ensure consistency in messaging across agencies to maintain alignment with enterprise goals. Include agency-specific communication needs, such as internal briefings, executive updates, and legislative reporting. Integrate with WaTech oversight protocols, including milestone updates, risk escalations, and lifecycle reporting.

The plan should also support:

  • Cross-agency coordination and impacted group engagement
  • Executive sponsor alignment and visibility
  • Communication of decisions, risks, and changes to governance bodies and oversight consultants
  • Use of standardized templates and tools to streamline reporting and reduce ambiguity

For Projects

Establish a framework for consistent, transparent communication across impacted groups.

  • Identify impacted group audiences and communication needs
  • Define methods, frequency, and feedback channels
  • Align with governance and OCM protocols
  • Assign communication responsibilities

WaTech recommends that communication plans be reviewed at the transition of each stage and updated to reflect changes in scope, governance, or impacted group composition.
