Instead, they offer concepts and tools that can strengthen delivery by providing a scalable framework for project level coordination. All project documentation should be maintained throughout each stage in alignment with agency policies and, where applicable, WaTech requirements and oversight expectations.
For Programs
The plan supports enterprise alignment, reduces duplication, and ensures that procurement activities across agencies and sub‑projects are synchronized with program milestones.
For Programs with Agency‑Led Sub‑Projects
Agency‑led sub‑projects must incorporate procurement planning that aligns with the enterprise program. Each agency is responsible for: Identifying procurement needs specific to their sub‑project. Documenting procurement timelines, deliverables, and dependencies. Ensuring alignment with enterprise procurement processes and statewide policies. Coordinating with the program to identify shared procurement opportunities. Mapping sub‑project procurement milestones to enterprise‑level Stages and oversight gates. Ensuring visibility into procurement risks, constraints, and cross‑agency impacts. Agencies must include their procurement activities in the overall program roadmap and maintain traceability to enterprise‑level procurement decisions.
For Projects
The Procurement Management Plan defines how goods and services will be acquired to support the program or project. It establishes the processes, roles, timelines, and oversight requirements necessary to ensure that all procurements are conducted in a compliant, transparent, and coordinated manner.
