The IT Project Resources are not meant to replace your agency’s internal project management practices or prescribe how you must operate. Instead, they offer concepts and tools that can strengthen delivery by providing a scalable framework for project level coordination. All project documentation should be maintained throughout each stage in alignment with agency policies and, where applicable, WaTech requirements and oversight expectations.
For Program and Projects
This task defines how data will move through the solution across the enterprise and any agency sub‑projects. It documents data sources, transformations, storage locations, security controls, and governance structures. The plan ensures data integrity, traceability, and alignment with WaTech data standards. It also outlines how data will be managed, migrated, secured, archived, and governed throughout the lifecycle of the solution.
For Programs with Agency‑Led Sub‑Projects
Agencies identify their data sources, ownership roles, and transformation rules, while the enterprise program establishes governance policies that accommodate agency‑specific nuances and ensure consistency across the enterprise design.
Key Activities
- Identify all data sources, formats, and destinations.
- Map data flows between systems, interfaces, and solution components.
- Define data transformation, validation, and cleansing rules.
- Document metadata standards, ownership, stewardship roles, and retention requirements. Incorporate requirements from Washington State IT Policy 141.10 – Securing Information Technology Assets, including classification of data into four sensitivity categories, which directly influences:
- Data storage
- Data flows
- Security controls
- Access management
- Retention and archival
- Integration design
- Align all data practices with WaTech data governance, privacy, and security requirements.
- Validate data mapping with technical leads, data stewards, and enterprise architects.
