S2: Organizational Change Management Plan

Notice: applying this to your agency.

The IT Project Resources are not meant to replace your agency’s internal project management practices or prescribe how you must operate. Instead, they offer concepts and tools that can strengthen delivery by providing a scalable framework for project level coordination. All project documentation should be maintained throughout each stage in alignment with agency policies and, where applicable, WaTech requirements and oversight expectations.

For Programs

This task establishes the approach, activities, and tools required to prepare agencies, impacted parties, and end users for the changes introduced by the program. The OCM Plan ensures that people, processes, and organizational structures are ready to adopt new technologies, workflows, and ways of working. It provides a structured method for managing impacts, building awareness, supporting readiness, and sustaining adoption throughout the program lifecycle.

For Programs with Agency‑Led Sub‑Projects

Agencies must identify, plan, and document their sub‑project activities in alignment with the enterprise program roadmap, including timelines, dependencies, deliverables, and integration points.

For Projects
