S7: Submit Go/No-Go Recommendation Memo

Notice: applying this to your agency.

The IT Project Resources are not meant to replace your agency’s internal project management practices or prescribe how you must operate. Instead, they offer concepts and tools that can strengthen delivery by providing a scalable framework for project level coordination. All project documentation should be maintained throughout each stage in alignment with agency policies and, where applicable, WaTech requirements and oversight expectations.

The Agency Go/No‑Go Memo summarizes overall readiness and provides a formal recommendation to proceed with or delay go‑live based on evidence from all prior readiness activities, including QA. Programs prepare an enterprise‑level recommendation, agency‑led sub‑projects submit local readiness summaries that are consolidated into a unified memo, and projects submit their own project‑specific recommendation. Summarize overall readiness status and present a formal recommendation to proceed or delay go‑live.

For Programs:

Prepare the enterprise Go/No‑Go recommendation based on consolidated readiness evidence.

For Programs with Agency‑Led Sub‑Projects:

Agencies submit readiness summaries and recommendations. Enterprise team synthesizes into a final Go/No‑Go memo.

For Projects:

Submit the project’s Go/No‑Go recommendation based on readiness criteria.
