S8: Finalize Cutover Execution Plan

The IT Project Resources are not meant to replace your agency’s internal project management practices or prescribe how you must operate. Instead, they offer concepts and tools that can strengthen delivery by providing a scalable framework for project level coordination. All project documentation should be maintained throughout each stage in alignment with agency policies and, where applicable, WaTech requirements and oversight expectations.

 

The cutover execution plan finalizes the step‑by‑step approach for transitioning systems, data, and users into the production environment. This includes updating the Cutover Strategy and Rollback Plan developed in Stage 4, confirming sequencing, timing, communications, and dependencies, and ensuring all impacted parties, including external customers, are informed and prepared. Programs, agencies, and projects complete their respective cutover plans to support a coordinated, enterprise‑ready go‑live. Document the step‑by‑step plan for transitioning systems, data, and users into the production environment.  This should include messaging to all impacted parties including external customers, if applicable. 

Programs:

Finalize the enterprise cutover plan and coordinate sequencing across agencies.

For Programs with Agency‑Led Sub‑Projects:

Agencies develop local cutover plans. Enterprise team integrates agency plans into a coordinated enterprise execution strategy.

For Projects:

Finalize the project‑specific cutover plan, including tasks, timing, and dependencies.
