WaTech 701 Guidance

The IT Project Resources are not meant to replace your agency’s internal project management practices or prescribe how you must operate. Instead, they offer concepts and tools that can strengthen delivery by providing a scalable framework for project level coordination. All project documentation should be maintained throughout each stage in alignment with agency policies and, where applicable, WaTech requirements and oversight expectations.

Background

As listed in Chapter 475, Laws of 2023 (ESSB 5187), section 701 beginning in the 2023-2025 and carrying forward of the 2025-2027 biennium enacted state budget, state agencies are directed to adopt Agile delivery principles on their Oversight projects effective July 1, 2023.

COMPLIANCE - As Section 701 has been passed by the Legislature and is now law, there is no waiver process for complying with 701. See FAQ slide at the end of the WaTech 701 guidance for more details.

Agile training

Given the wide variety of Agile readiness across state agencies, Agile training plans will differ based on an agency’s Agile maturity profile. In the following slides, we have listed training opportunities by persona to help support agencies in their Agile journeys. The Department of Enterprise Services offers an Agile course, which can be found at Courses | Department of Enterprise Services (DES) 

We advise agencies to:

1. Review these slides in detail.

2. Draft an Agile training plan specific to your needs.

3. Work with your assigned oversight consultant (OC) on 701 compliance.

4. Engage in continuous learning opportunities such as lean coffee sessions, lunch and learns, OC office hours, and Community of Practice events.
