The IT Project Resources are not meant to replace your agency’s internal project management practices or prescribe how you must operate. Instead, they offer concepts and tools that can strengthen delivery by providing a scalable framework for project‑level coordination. All project documentation should be maintained throughout each stage in alignment with agency policies and, where applicable, WaTech requirements and oversight expectations.

The Enterprise IT Project Resource Framework is new WaTech standardized, end‑to‑end model for planning, delivering, and sustaining modernization initiatives that focus on technology and business solutions. It brings clarity, predictability, and accountability to modernization by giving every agency a common roadmap, one that embeds human‑centered design, customer focus, and enterprise standards from the very beginning. The framework helps teams understand what to do at each stage, how to move forward, and where to find the tools, they need. It’s structured for ease of use, aligned with industry’s best practices, and fully accessible online through expandable accordion sections that house stage descriptions, templates, checklists, and readiness criteria.

In short, the framework provides:

  • A clear, consistent lifecycle from concept to long‑term operations.
  • Human‑centered design woven throughout to ensure solutions reflect real user needs.
  • Customer focus at every stage, not as a step but as a continuous thread.
  • Guidance, templates, and checkpoints that help teams deliver with quality and alignment.
  • Easy online navigation with accordion sections and downloadable materials.

Audience: All agencies; including program and project management professionals, technical leaders, as well as individuals supporting agency PMOs. It includes specific roles like Project Manager as well as Vendor and Contract Managers.
